Recently, the 14th National People's Congress Standing Committee concluded, and the China National People's Congress website subsequently published the "Energy Law of the People's Republic of China (Draft)", soliciting opinions from the public from April 26th to May 25th. Based on the actual endowment of energy resources in China and adapting to the new situation of energy development, the draft makes provisions at the legal level on fundamental and major issues in the energy field.
The draft consists of nine chapters and 69 articles, the main contents include eight aspects: the general provisions and adhering to the Party's leadership, improving the energy planning system, perfecting the energy development and utilization system, strengthening the construction of the energy market system, improving the energy reserve system and emergency response system, strengthening energy technological innovation, strengthening supervision and management, and clarifying legal responsibilities.
Among them, Article 2 states that the energy referred to in this law refers to various resources that directly or through processing and conversion obtain useful energy, including coal, petroleum, natural gas, nuclear power, hydropower, biomass energy, wind energy, solar energy, geothermal energy, ocean energy, as well as electricity, heat, hydrogen energy, etc.
This means that hydrogen energy has officially been included in the management at the same level as petroleum, coal, and natural gas, determining the necessity of support.
It cannot be replaced by other compressors. Conversely, this is the manifestation of its vitality. Diaphragm compressors are particularly suitable for compressing and transporting: flammable, explosive, toxic, harmful, rare and precious, and high-purity gases. The main compressed media: hydrogen, oxygen, nitrogen, and rare and precious krypton gas, etc. Its flow standard is calibrated in accordance with the national standards GB3853-2017 (Acceptance Test for Positive Displacement Compressors) and GBT15487-2015 (Test Method for Flow Rate of Positive Displacement Compressors). Simple measurement can be measured by methods such as float flowmeters, but these methods are not precise enough.
